I own a 1994 E150. You should have 2 boxes. The first is located directly behind the battery, and the other is tucked up under the dash. The one under the dash IS HARD TO SEE. Go on the drivers side with a flashlight. It's best to have your right shoulder on the floor for best viewing. Follow the steering column down to the firewall, then go up from the firewall, about 11", and slightly to the left. There should be a black box with one rounded corner. Thats the fuse box cover. It took me a while to find it myself. P.S. The box in the engine compartment contains (on mine) some fuses, but mostly relays. Your fuel relay may have gone bad. A quick way to check this is by swapping it with the horn relay... assuming that one works. Hopes this helps.
