Rear Lights on a 1995 Ford E350 Back Brake Lights and Signals do not work

I have a 1995 Ford E350 class C Motor Home. I am having issues with the
rear brake lights and signal lights.
This is what I known:
Rear Park Lights and Signals Light up when Head Lights are turned on.
I have replaced and tested the Brake Lights(Bulbs) in the rear and they work.
I have tested the brake switch under the dash and it works
I looked at the bulb signal/park light bulb in back and the upper filament
lights up
The Front sign lights work.
I have replaced the signal relay and the clicking is normal.

So my question is, could this be a result of a bad signal switch in the steering
Colum? Or am I missing something? What else could be the problem?

I also checked the fuses and they are working.

I have the same set up in my 96 Ford. I don't understand how figure there can be any turn signal wiring in the steer column. I was thinking turn relay switch buy you say you have replaced that. That would be my first thinking. go read your manual and see what it says for your rear lights, etc. If there is a turn relay for the front, there should be a relay for the back, etc.

Pull tailight assemblys bad grounding is what it sounds like if fuses are good and bulbs are good
