95 ford e150 vapor canister

getting a pump kick off when trying to put gas in. can use a gas can but it is very slow and sounds like a glug glug as air and gas swap.   traced the end of the tank and found a port that has a hard and a rubber hose.. the rubber hose ends over the edge of the gas tank and has a cap on it.. the hard line runs along the rail to a rubber hose that then spits into a tee. with one side moving into the engine. the other connects to the vapor canister with nothing coming out just a cap on the other canister hole.

i ran a line of stiff house wiring down the filler neck and kind of felt like something may have been in there. when i fill with a gas can it backs up to the cap. i dropped the filler pipes and then ran a line down the filler tube and it was clear then ran it from the rubber connector into the tank and felt perhaps something was there not real sure. but the vapor tube was not checked and it was connected. the rubber hose on the rear of the tank has the cap that has a sort of blunt point x design as does the cap on the canister... should not the line coming from the tank to the canister go into the canister and then out the other hole up to the engine... seems odd that there is only one line going into the canister and a cap/vent? on the other hole. the van has been sitting for years i guess i need to re look at the rubber hose coming off the tank that cap/vent was the same amount of dirt as the rubber hose. should i run a line up that to make sure there is not a spider nest in there and is that tube a clear shot into the tank?

check out ford site. my research says it's a faulty carbon canister that causes fueling problems i.e. pump shutting off while fueling.
