1996 dodge ram 1500 4x4 automatic transmission will not shift out of 1st gear? Please somebody help?

I have already adjusted the kickout band and the low/reverse band. Also first changed, put new filter and fluid int it.

Is this one with electrics in the tranny.....one of them may be stuck or just gone bad..??
