Starter drags or clicks when trying to start

My 02 dodge ram won't start it just clicks or
sounds like the starter drags. Replaced starter and
battery and made sure all connects are clean and
tight. I can't figure it out. I can hear a click in thw
fuse box under the hood. Any suggestions?

WHEN IT CLICKS IS THERE POWER TO THE LITTLE IGN. WIRE AT THE STARTER...IS THE STATER CLEARANCED ?
