chirping blower actuator

The blower actuator on my 1999 Buick Century is making a chirping noise.

I had the actuator replaced when the old one stopped working. I replaced the
actuator and it is now making a chirping noise like a baby bird or a mouse. I
replaced with another actuator and it is making the same sound. the noise  
only happens when the actuator is plugged in. The ignition must be on but
the AC system does not need to be turned on for the noise to occur.
