1990 F150 fuel system

Front fuel tank is bleeding into the rear fuel tank and creating a pressure on the rear tank and is blowing gas on to the ground. I need to know why it is doing this and also how to repair it. If the problem is the fuel tank switch valve where is it located and please list other possible reason or solutions.

its the selector valve, its between the tanks on the frame rail
