Try that again. Let me ask. Unless the knob is rusted or frozen in place it should turn. When the radio is turned on, do you get any static or sound at all. How about when you turn the knob to change the channel, any static? What about the cassette when you insert one? Any noise or sound? How do you know the speakers work? If you are getting sound through the radio to the speakers, first check the antenna leads. If the radio lights up and the clock works, it's easier to change the radio. They aren't that expensive. Remember, your radio is 23 years old.
