new battery and new alternator and does not crank

By saying "crank" you are indicating the starter will not spin, correct? Use a meter set to DC and find out of voltage is getting to the starter when the key is turned to start.

Make sure all your cables are clean and tight from engine ground to battery and battery to starter.
