Is there power on the start enable wire at the starter relay ? it sends power down to the starter. they do not put them on the fender by the battery like they used to. they have a sight cover, Use a 12v test light and see where you lose it. be sure you have clean, tight, battery connections and clamps there made of something strong.(ends are replaceable )cheap

follow the cables and check their ends, find the starter relay above before you test below. I have had a few, some can be tapped on while attempting to start, others you just cant get em to actuate and send the juice. They are not expensive, but buy the better quality offering or use motorcraft.

On the 99 I have I had to replace the cylinder with one that came with a key(s). Then a locksmith had to reprogram.
