Does the clutch pedal have to be engaged to turn the ignition switch on a 1988 ford f150? Or does it only need to be engaged in the start position?

I am a locksmith trying to fit a key to a 4 speed  manual shift ford f150.
Question is does the clutch have to be engaged to turn the switch lock?
