horn will not work in all positions of steering

The horn will not operate in all positions of the steering.The column has been replaced with one from a salvage yard,I do not know its year.horn only works when wheels are in the extreme turn position.

Sounds like a problem with the horn switch or the wiring in the column that controls it. Check for pinched wires or wires that are grounding out. The horn switch is easy to access on this vehicle and you should be able to see it by removing the horn pad.
