Where around Philadelphia should I get my car
painted for cheap?

There wont be any cheap options for that car. The gelcoat is clearly damaged. Besides a cheap paintjob looks cheap.

Last year at the SEMA trade show in Vegas, I spoke to the owner of the business that does wraps on cars. He said a car can be wrapped in one to two days for around $1500. This is the same type of material that owner are putting on the front and rear fenders to protect their pain jobs. It is in clear. You can pick any color you want, and even have markings and other designs put on it. Costs a little more, but for less money, it may be the way to go. The race car he was doing at the trade show, could not be told if it was paint or vinyl.
