My 1966 impala ss 396 won't start but cranks over

My 1966 impala ss 396 won't start but cranks over
...hasn't ran for 2 years been sitting due the fact it
only went 20 mph with my foot all the way down on
the gas pedal ...I recently installed a hei distributor
and edelbrock 600 CFm carb electric choke still
won't start but cranks .. Also now when I turn off  I
take out the keys my dash lights stay on in example
cold hot lights and radio .... Wondering if it's also
normal if my horn relay is supposed to be hot horn
does not work but it's on fire hot could this be
causing a short to my fuse box ??? I get spark and
cranks over but won't start thanks in advance

Have you looked down the throat of the carb to see if fuel squirts out when moving the throttle on and off?

If you have fuel,you need correctly timed spark and compression, but pretty sure you already know that. The problem is likely something to do with the distributor, coil or plug / coil wiring. Could also be a jumped timing chain. Perhaps running a compression test? Compression test may or may not be helpful. I wonder if the "hot" relay is caused by a short in the horn, horn wiring or something in the steering column?
