How do I turn off 4wd on 1983 k5 blazer?

Do you have a floor shifter or electronic shifter for your transfer case?

Shift it to 2WD, it may take some muscle. Do this while the truck is not moving. Also make sure the front hubs are unlocked if they are manual hubs.
