Diagnostic Port filled with gunk

Why would a diagnostic port filled with some kind
of gunk? There are no engine lights on but this
doesn't look normal.

WTF. Hope for your sake that is dielectric grease at least. I'd hate to have to plug any scanner I owned into that.

What is the History on this vehicle? How long have you owned her? Is there an issue with performance? Save a sample so it can be examined under magnification. Go to parts store and buy a can of "Electrical Contact Cleaner".. READ the Label on how to use it...and...do a goooood clean up. Let her dry before you start her up. Get back to us with results.
