coolant is cold

My Toyota tercel 1999 the coolant doesn't
warm up even after being running for long time
and in the freeway it marks compleatly at the C
for cold, the engine light is on it has the code Po
125 I already replaised the coolant temperature
sensor, the thermostat antd the air temperature
sensor, and still doesnt fix the problem, what
else can be done?
