Can't read car's computer to figure what it needs to pass inspection since check engine light never comes on momentarily when car is being started

My brother recently bought a used 98 Corolla literally a few days before the
inspection sticker expired.  He now thinks that he got sold a lemon and will
just have to trash the car.  Basically the check engine light never comes on
even momentarily when the car is being started.  So he went to only one
mechanic who he payed a couple hundred to get this plug and play thing
that would be able to fix the engine light since the light never comes on at
all and is not working.  So after paying the guy for the plug and play unit
which he never saw which was supposed to fix the car's computer so he
could read it to see what needs to be fixed to get it to pass inspection, it
turns out the plug and play unit doesn't work and can't talk to the car's
computer for some reason.  My brother is hesitant to go to another
mechanic since he is afraid they will charge him money to do the same very
thing with the same result-- basically spending another couple hundred to
get this plug and play thing that supposedly will fix the car's computer so it
can be read to see what needs to be fixed.  Is there anybody out there that
had this same problem with a 98 Corolla where they can't read any of the
codes on the car's computer.  I'd hate to have to see my brother get ripped
off on another car that he has to just give up and junk.  I've always heard
Corollas especially late 90s models are great long lasting cars and can't
believe that this one can't be fixed.  Thanks in advance for any helpful
information!!!
