Dear ram-- Thee are no settings in your 1998 CE for the heat except for the dials for fan speed and temperature. With the car warmed up you just crank the dials all the way to the right and you should have heat. If you still are riding cold inside the car it is a problem with your heating system itself. It could be a thermostat, or a heater core or maybe there is a blockage somewhere in the system. A good mechanic should be able to fix it in no time. Good luck and stay warm from Bovan.
