Camry won't downshift

I have a 4cyl 99 Camry with 192k on it. After driving
awhile It intermittently won't accelerate past
35mph, there's no acceleration and the steering
wheel starts vibrating. If I try to tap the brakes
they're very tight. When I get to a stop sign there's
no rolling stop, it just stops. Crazy! What's going
on?!?

Found out the answer when I had to have it towed. Basically my brakes were locked up. Apparently at some point someone put the wrong brake fluid in and ruined my entire braking system!
