the tail light is not on

Yes, I do have dash instrument cluster lights working fine. You can said the
tail light. My question is how come the tail light is not turn on when I am
turning on the head light for driving at night time?. Yes, I have my friend
driving behind me so he can observe the light. The light remain off all the time
if I step on the brake pedal then the lights are on (both sides).

Take a look at the headlight switch...

OK......let's assume that BOTH left and right tail light bulbs are good. Look in the trunk of this vehicle on the LEFT SIDE hinge area. You may have to pull down the trunk liner on that left side. There should be a connector near the trunk's left hinge. With the head lights ON....wiggle.....tug...manipulate the connector. See if your rear tail lights come on.
