Question type: Maintenance & Repair

I have a 1994 chevy 5.7 350 with a 4l60e
Transmission and my truck is not shifting in 1st
gear and when it gets to 35 it's just revs up and
won't go past it what do yah think?

There is vaccum hose or a modulator vavle that goes from the Transmission to the engine but I don't know where could that be it.
