what does a "fuel vent which makes the gas pump lock up" on a 1995 Chevy S-10 mean and does anyone know how to fix this?

looking for help for I was told that our fuel vent is causing the pump to lock up. but I have no Idea what this means and how to fix it.

They might be referring to the tank venting system, if it stops working the tank will develop a vacuum on it and then if the vacuum is high enough the fuel pump can't pull fuel, there is a slight vacuum on the tank when the engine is running but it is regulated. If the fuel pump is actually locking up then you have a bad fuel pump.
