why is my truck surging

I have bought a 1996 Chevy 2500 4x2 and it shifts fine...but when it gets to 55 mph and above it will surg....have tuned it up and changed fuel filter as I watch the tach it never moves....someone told me it may be a switch on the trans....any suggestions?

I have been having the same problem with my truck for about 3 years now my only guess would be the torque converter lock up solenoid it still did it even after I changed the motor
