OBD 2 scanner to OBD 1

I bought awhile ago a OBD2 scanner that connects to my phone. But then
my 1995 chevy silverado had the check engine light so I wanted to check the
code (it is having some issues so maybe that would help), so I bought a
adapter, OBD2 to OBD1. After receiving I plugged it in to find it don't even
power the darn scanner... what went wrong? Is there something I can do to
maybe get it working without spending more money for a OBD1 scanner?
