i have a 1998 chevy 3500 deisel with 6.5 turbo it come up with code p0236b what it doing is blowing black smoke and racing up and down and filling air filter with black smoke some time runs very well and sometimes eng races up and down

its not going to be a map sensor or a vacuum leak. A vacuum leak will not cause a diesel engines idle to rise only adding more fuel will. And this truck does not have a map sensor. It is most likely a fuel problem.
