Make sure battery has a full charge and all battery connections are good. Use a test light at your fuse box to check for voltage. Some fuses are hot all the time, some go hot with the key on, so check them both ways. The diagram is part of starter diagram, you can see the fuses. Always check voltage and ground. Any testing at the starter, make sure tranny is in park or neutral and parking brake is set.
