I hit a flooded area car died tow truck pulled me out waited a bit tried to start it an it just made one clicking sound. Had starter tested an it tested good. Help what can I do ? What could it possibly be?

battery.If it clicks it is the starter trying to turn over but dosent have that little battery spark to turn over hope it helps
