Most likely there is a short in the either the fuel pump itself or the wiring somewhere from the relay back to the fuel pump. Try unplugging the fuel pump at the tank and then see if it blows the fuse, if it does then there is a short in the wiring, if not then it is the pump itself. Remember to replace the fuel pump relay and fuel filter when you put in a new pump.
