Bogs down at 40mph

I have a 07 ford focus 2.0L. I've noticed that
the car is acting sluggish. Checked the oil.
Needed oil so I added 2 quarts and a bottle
of oil Lucas stabilizer. Ran fine for a week.
Last night felt off so I checked the oil and
again it needed oil. Added 2 quarts and a
bottle of Lucas. This morning it started fine
but when I got off the highway it bogged
down at 60 and would not accelerate. Pulled
over and no check engine light on. Turn the
car off for a second. Starts up fine. Gets to
40-45mph and doesn't want to accelerate
past it. Sputters a bit if you get going past
45.

Could be starving for fuel, should run a fuel flow and pressure test to be sure, when was the fuel filter replaced? Other things could be restriction in the exhaust system, fresh air flow low, sensor malfunctions, might need a good tune up. If the engine oil was that low then why didn't you just have it serviced? Oil is the engines life blood, that should always be changed regularly along with the oil filter.

So you are saying it was 3 quarts low? Wow, no wonder it doesn't run correctly.
