1971 Chevelle 454 SS LS5 engine block date stamp

We have the above mentioned car with the original
build sheet.  Every single number matches on every
part of the car engine, trans etc.  The only thing in
question is the date stamp on the block.  It’s
stamped J 14 9.  With the strikes that occurred in
‘69 and ‘70 could the block have been from ‘69 put
in this ‘71? It is a two bolt so I know it’s a LS5 and
the build sheet states it’s a 454 etc. vin numbers
match etc as well.  I’ve cone across this question
on another Chevelle same issue as well as two
corvettes.  Any help would be greatly appreciated.
