Toyota v6

I have a 1993 Toyota pick up V6 3.0 EFI. The
truck runs great but goes from 100% power
to about 70% power and holds there.  While
driving down the road and let’s say third year
I can cut my key back and cut it back on and
I have 100% power only for a few seconds as
I hit the gas then it feels like some kind of
compressor kicks on even though no
compressor is running any ideas on what that
could be. I replaced the O2 sensor, fuel
pressure regulator, mass airflow sensor,  
along with the fuel pump
