tank reportedly holds 18 gallons. when empty, why does 15 gallons fill tank and fuel shus off ? 2 Answers

when I only have 15 or so miles "left" in fuel, my tank should only contain approx 1 gallon of fuel. why can I not put more than 15 gallons into my reportedly 18 gallon capacity tank ??
