i am contemplating purchasing a 2001 Toyota solara with 76k miles. Should it have had a timing belt change by now?

With age yes. Also while they are in there, water pump, pulleys and tensioner should be changed. Rubber parts are maintenance items based on age and mileage. This old....should have already been replaced twice. I have 2 of these engines and I have done mine 3 times each.
