Torque converter turning with driveplate?

My husband is putting a 2004 Camry 4 cylinder
engine in a 2003 highlander. In the process of
putting engine in the driveplate and torque
converter turn together. At first the torque converter
was not in position all the way,we have taken out
engine and fixed converter and put engine back in
and it’s doing the same thing. What issues could he
be having?
