Pontiac sunfire 2000

Yes what would make my  car not get up to
35 then if it makes it up to 45 it sputters also
it starting to use gas and  where is it going
and the Cadillac converter is gutted it's also
starting to pop and backfire

Sounds like it might possibly be a o2 sensor..one is mounted in the catalytic converter..where the converter is gutted..has the sensor been removed or damaged is some way
