Something in the circuit is probably shorting to ground. No way to fix this without tracing the circuit from fuse to bulb with a meter. If the wiring harness is exposed, begin by examining it for frayed places or locations where it passes through frame or chassis parts. If you don't find the problem, work backwards from one of the bulbs that are not energizing and see if you can find it that way. Do this with the bad fuse removed and one side of your meter (set to ohms) connected to the fuse terminal. Look for the location that the meter shows continuity between the two leads. Hope this helps.
