Turn on the a/c if fans turn on, check the cooling temperature sensor. If they don't, check fuses and fan connector plug

Two circuits. One circuit is low speed and is for when a/c is on. Second one is for high speed and is controlled by the temp sensor. Consider sensor unplugged and fans work but not if plugged in. This indicates the sensor is bad. Now consider a/c is on and fans do not work. There is a separate fuse and relay that controls this. I would check the 30 amp fuse and the relay. Since there are two 30 amp fuses and two cooling fan relays are the same. I would swap the 30 amp relays and see if the a/c on makes the fans come on. Probably can look at the fuse and see if it is blown. I would switch the two same numbered cooling fan relays to see if the a/c makes the fans come on.
