2002 Grand Prix Key Fob Won't Program

So I'm able to put my car into programming mode, (taking out the
MALL_PGM fuse and turning the key into acc mode then off then back again
and opening and closing the driver side door) but as soon as I get that last
beep and try to hold the open and close door buttons on the key fob I don't
get a beep to verify that I have synced the fob.

I have tired this on 3 different remotes that all say they work with the 2002
Pontiac Grand Prix so at this point I doubt it's the remotes.

Is there something that I am missing here or maybe is the receiver in my car
broken? I am able to make a video if that will help the situation.

This is the exact keyfobs that I bought  
https://www.ebay.com/itm/382171245772 and I bought an Amazon one as
well just to test out if those were broken.
