2002 Pontiac Aztec

My Aztec seems to have some electrical issues.
My speedometer will bounce around every time I
hit a bump or all the time. While it's doing this if I
let off the gas it goes into neutral. I have to co.e to
a stop before it will go back I to gear. Any ideas on
what's happening or how to fix it?

The previous owner of the car did some weird wiring in the fuse box and I dont know if that's maybe causing the issue

    Just replaced the fuel pump harness and plug under the seat. Car runs good as long as it's above half a tank. Below half it has low power and runs funny. Fill it up runs great.
