what causes low compression in a 2003 grand am

my car won't turn over and has low compression.  Is the timing chain
broke?

Let's start out with the question - what engine is in your GA? When you say that it will not turn over, does it mean that you don't have enough battery? starter is bad? engine is locked up? Does the engine spin? How do you know that it has low compression?
