Negative battery cable 2004 Pontiac Sunfire

I'm having an electrical issue where my gauges zero out, radio stops
working, lights go dim, a/c weakens when I apply brake or use something
electrical. I looked at neg battery cable and in the middle, I see exposed
wire. I'm not sure if this is the problem. Somehow the part of the tray rusted
off and is taped to the wire? Can someone see the photo I included and tell
me if what is seen is normal or not? Could this be my problem? Could
someone also tell me my it is taped to the corrugated hose?

looks like the wire is corroded and causing resistance. it can not carry all amps that you are trying to use.
