2004 grand am Transaxle

My 2004 grand am if going clear
up to 5 before shifting when I pull
out on the highway. Even on slow
roads it goes to 3 before shifting
and then doesn't want to come up
to speed very fast. My manual says
take it to a dealer. Can I use my
regular mechanic, and if so how
much would a ballpark estimate be
in your eyes.
