I bought at Walmart cigarette lighter

15 minute and smoke coming from my
dashboard got to inspecting and it
fried the wire from my cigarette cigar
lighter all the way to the outside fuse
panel well I replaced all the wiring
harness fuse panels everything except
the computer when I hook the battery
up the turn signal lights come on and
stay on when I put the key in and turn it
on all the lights start flashing but does
not start what is my problem please

I'll bet the fuse that was in your car to protect the lighter circuit was the wrong capacity. You need to look for other wires that could be shorted or open. Look carefully at the insulation.
