High pitched tone when I try to star 91 Nissan Hardbody

I have a 91 Nissan Hardbody that is used only occasionally. It used to be very faithful, but would quit turning over about a year ago. I'm finally getting around to figuring out what the problem might be. Just got the battery charged up. Now when I turn the key, there is a continuous high pitched tone. The ignition lights on the dash all light up. There is no sound of the starter; I suspect that is the problem.
But is this screech suppose to alert to some problem?

Not sure on the noise. Sitting that long, some wires might have corroded. Also drain the fuel tank and add new gasoline before starting.
