When it stopped on me I had a small
amount of smoke from under the
drivers side. It was gone before I
opened the hood. It smaller like a
belt. But none of them were broken.
The man that is looking at it for me
said the timing belt is fine and
everything is in time correctly. What
else do I need to check? Could it be
the throttle sensor or could he have
not done something correctly putting
it back together?

The 2.0 in a 1991 Mitsu Galant is an interference engine (http://www.aa1car.com/library/timing_belts_interference_engines.htm) and other sources agree. Since it broke while you were driving you may have bent valves. Sure, it's timed perfectly but it needs a compression check to see if there was damage.

Well, definitely bent bars damage to cylinders. It's going to cost you more than just timing belt. Probably $3000. To fix.
