cracked windshield

while using 2019 crv loaner car from my local dealer it picked up a rock chip
which proceeded to crack.  dealer holding responsible and charged my
insurance company $1826.23 for replacement!  Can this possible be
reasonable?

Call your insurance company and put a stop on this dealer rip off. Get several quotes from shops that specialize in windshield replacements. If you make an insurance claim, you will pay a modest deductible but they will take it out on you in higher rates. You may want to pay for the repair yourself. But one thing is certain, an $1826.23 repair bill is totally insane (and they know it too)!!
