1993 Mercury Capri, been parked for 4 years, ran great before, it will start, but it runs rough, and brakes dont work

takes starting fluid to get it cranked and alot of mashing the gas pedal, when it seems to have warmed up it will idle, but it is rough, and the brakes dont work anymore, "has brake fluid in reservoir, a rodent had gotten under the hood a while back and chewed all the plug cables in half, I bought new cables and replaced them.... I think I put them back in the right order, maybe I put them in wrong???

yes sir they both been sitting, trying to see if i can them to run so i can sell lol, the Lumina is actually my brothers

but the Mercury will run and even drive, I just have to use the E Brake with it, the Chevy wont start at all
