1977 gmc camper special 350

My truck used to crank and crank but
wouldn’t start well it sat for a few years and
now I have a shop to work in so I’m back at
it. So now I have no crank no start so I traced
power from my good battery at 12.6 volts
through the positive cable too the starter
which it still has full power and it does
nothing I had my starter tested the battery is
grounded properly I have the 2 other smaller
wires on the battery both to the hot post 1 of
them gives me dash lights and fasten
seatbelts but the other one I can’t figure out.
If I have power at the starter and my excite
wire properly connected shouldn’t I atleast
get a crank? Anything helps thanks
