Question type: Maintenance & Repair

I'm wondering where this white wire goes. I have an issue with the battery not charging while running. It can hold a charge but when it's used, that's it. This wire being the way it is, seems to be the obvious culprit though I won't pretend like I know much about electrical things in cars. I just can't seem to find where it goes. I don't see the other end anywhere.

side note, when I look at these diagrams, it seems to suggest that I'm talking about a 1992-1997 grand marquis although the title does say 2001. Although a 2001 doesn't make use 3 wires, just 2. According to the diagram anyway. Not sure if it's because crown vics are slightly different than the grand marquis in this way http://www.idmsvcs.com/2vmod/alternator/wiring/diagrams/index.html
